Making Sense of Housing Finance Fragmentation

How we illustrated the complexity of housing finance fragmentation.

In a sector dominated by dense, static reports and opaque bureaucratic jargon, the Terner Center for Housing Innovation researchers sought to transform their findings on the cost of housing finance fragmentation. We built a digital experience tool that balances academic rigor with radical clarity.

Challenge:

Effective housing finance governance requires both integration and capacity, with vital learnings often trapped by geography. Terner transformed isolated data points into a national benchmark for progress, offering a masterclass in systemic reform.

The design challenge for us lay in making those insights portable. We worked to move their data beyond the white paper, building an informative, interactive framework that allows 50 distinct state financing structures to finally see one another and learn from key case studies of success.

Results:

While their team provided the deep-tier intellectual property, we provided the structural logic—with a seamless flowing introduction and a complex interactive map that turns a fractured financing maze into a clear roadmap for state-level reform.

By balancing high-density policy research with a high-utility interface, we’ve created a visual language that honors both the complexity of the data and the urgency of the cause.
